Pedophile Lie Detector Plan Aired
THE Bracks Government has been urged to introduce laws forcing sex offenders to take regular lie detector tests while on parole to help prevent them re-offending.
Child protection group Bravehearts and polygraph experts said the radical move would also allow police to use any information obtained from the tests to launch new investigations and help victims.
The British Government has just introduced legislation into the House of Lords making it compulsory for pedophiles to take regular polygraph tests so authorities can monitor their behaviour when they are released from jail.
The program is already used in 36 states in the US as well as Canada.
Last year FBI-trained forensic polygraph expert Steven Van Aperen briefed the Department of Justice on how the program could be used to help prevent pedophiles re-offending in Victoria.
The plan is still under consideration by the State Government.
Bravehearts founder Hetty Johnston said polygraph testing could be used on repeat sex offenders such as Brian "Mr Baldy" Jones, who is due to be paroled next month.
"It is not about forever punishing these people, it's about keeping children safe by monitoring the behaviour of offenders," she said.
Mr Van Aperen said polygraph testing had been shown to control the behaviour of sex offenders back in the community by acting as an "artificial conscience".
He is the director of Australian Polygraph Services and helps police on homicide cases.
"If a sex offender is considering engaging in a sex act with a child, he may think twice if he knows he is going to get caught under polygraph," Mr Van Aperen said.
During trials in Britain in 2003, a third of the sex offenders admitted having unsupervised contact with children since being let out of prison while under polygraph testing.
The tests were credited with having prevented at least three sex offenders from attacking again after they admitted visiting areas where children were so they could hunt for potential victims.
Mr Van Aperen said other benefits included:
IDENTIFYING previously unknown victims who can be counselled and help police. REDUCING the prison population and its costs. CATCHING recidivists. PROVIDING more effective parole supervision.
Polygraphs are based on the theory lying raises anxiety, causes sweating and increases heart and breathing rates.
