Post Prison Clamp On pedophiles
HIGH-risk pedophiles
would be closely
watched on parole
under a tough new
law proposed in Parliament yesterday.
Curfews and travel
restrictions could be imposed on child-sex criminals deemed highly likely
to reoffend and they could
be forced to wear electronic monitoring bracelets
for up to 15 years.
The Serious Sex Offenders Monitoring Act
would give the Adult
Parole Board new monitoring powers.
It would apply to
notorious pedophile
Brian Keith Jones, known
as Mr Baldy, Police Minister Tim Holding said.
"The Department of
Justice will make a judgment as to whether a
child-sex offender, prior
to their release, poses a
real likelihood of reoffending and they will
apply to the court to seek
an extended supervisory
order," Mr Holding said.
"I understand (Mr Baldy) is due for parole in
March and these laws will
apply to all child-sex offenders, current and future, of which Brian Keith
Jones is no exception."
Jones became known as
Mr Baldy after he abducted six boys between
1979 and 1980, shaved
their heads and then sexually abused them.
On his release from jail
in the early 1990s, Jones
reoffended within weeks
and was jailed for a maximum of 14 years.
Shadow attorney-general Andrew McIntosh supported the Bill,
but said the Government
had missed an opportunity to cast the net wider
and include murderers,
rapists, arsonists and
drug traffickers in the
monitoring laws.
"The Government also
needs to protect the community from high-risk perpetrators of other crimes,"
Mr McIntosh said.
Civil libertarian body
Liberty Victoria said it
supported the Bill if it
met some conditions.
"The measures should
be appropriate to mitigate the risk," president
Brian Walters said.
"There should be clear
criteria, the special
measures should be
imposed by a judge or
evidence, and such an
order should be of limited duration and should
be regularly reviewed."
