THE crime of "grooming" children for sex abuse
using internet chat rooms is included in new
child exploitation legislation introduced by
state Attorney-General Judy Jackson yesterday.
The amendment to the Criminal Code broadens
the range of offences and covers depiction
of violence toward children.
"These amendments aim to prevent the sexual
and other abuse of children and to reduce and,
as far as possible, eliminate the possession,
production and distribution of child exploitation material.
"The bill also creates new offences to target
offenders who procure young persons for unlawful
sexual intercourse or indecent acts with third
parties, and those who seek to procure or groom
children for sexual purposes through, for example,
internet chat rooms or via email," Ms Jackson said.
The victim age threshold for procuring and grooming is 17.
The amendments, drafted with an eye to a set of
national child pornography laws, also substantially
increase the applicable penalties.
