The law is challenged:

Existing legislation often does not comprise the fact that today it is possible to generate computer images of non-existing children in situations of sexual abuse. This seemingly victimless crime is not punishable Another problem is:
how old is a "computer child"? Or: where is the criminal act: When the abuse takes place? When the picture is fed through the provider server? When the picture is being downloaded? When it is being viewed?

Furthermore, the Internet offers a great range of contact possibilities for child molesters or paedophiles, to get in touch with children. Sex exploiters have over the online contact easy access to children - especially lonely or troubled teens - by tuning into chat sessions.
