Rapist Colin Harold Doo handed jail term discount thanks to prosecution bungle
A SEX fiend who spent 12 years drugging, raping, sexually abusing and secretly filming young girls he lured into his ramshackle home after befriending their familes has had his jail term reduced because of a stuff-up in his prosecution. The Court of Appeal said today it was conceded that six charges faced by Colin Harold Doo contained a description of conduct that was not part of the Crimes Act at the time he abused his victims. Appeal judge Justice Mark Weinberg rejected a submission from the Crown that the court should use its powers to amend the charges since Doo pleaded guilty to them. "The drafting of this presentment was careless to say the least," Justice Weinberg said. "It must be a rare case where some six counts, and not just one or two, all suffer from the same fundamental defect. "The problem was caused by the Crown in failing to give proper attention to detail when considering how to frame a charge, between dates, with full knowledge of the fact that the law in this area had been amended a number of times over the years." Doo was originally sentenced to 25 years and seven months imprisonment with non-parole period of 22 years. The Court of Appeal quashed six of the charges and resentenced him to 23 years and five months with a minimum term of 19 years and six months. In 2010 Doo pleaded guilty to 36 counts in the Supreme Court including 12 of committing an indecent act with a child under 16, nine of producing child pornography one count of rape. Doo, 53, met his victims, who were aged from seven to 16, through his music teaching job at a local primary school in central Victoria between 1996 and 2008. He lured them to his home, which was a shed in the back yard of his father's house, where he offered them lollies, drinks and chips and set up secret cameras to film his assaults and watch the children going to the toilet. "The applicant (Doo) represents a significant danger to young children, and is likely to continue to do so for a considerable period," Justice Weinberg said. "The applicant's moral culpability for these horrendous crimes seems to me to be of the highest order. His conduct over many years must be denounced in the strongest possible terms." Pedophile teacher gets 22 years in jail
A MUSIC teacher was jailed yesterday for at least 22 years for rape and procuring a child for pornography. It was one of the longest sentences imposed on a pedophile in Victoria. The crimes committed by Colin Harold Doo, 51, of Romsey, occurred over 12 years, starting in January 1996 when he began teaching music to young girls, the Victorian Supreme Court heard. Over that time, he ingratiated himself into the families of each of his 11 victims, cultivating the parents and grooming the girls, as young as seven, for sex or pornography. Judge Paul Coghlan took an hour to read the 39 charges against Doo and another 30 minutes to handout the sentences on each count. In all, they totalled 25 years and seven months with a non-parole period of 22 years. Doo pleaded guilty to all charges. One of his victims said that she was "over the moon" with the sentence. "I hope that other people out there who are going through the same thing stand up because people will listen," she said outside court. Doo lived in a shed at the back of his father's property and had rigged it with hidden cameras, including two in the toilet, which he used to film the girls after music lessons. There were several victims he had rendered unconscious and raped while filming himself; he had filmed others when they had gone to the toilet. Justice Coghlan said watching some of the videos was "one of the most unpleasant tasks in my whole legal career". One time, Doo helped a victim build a go-kart and when they went to race it, he told her to bring a change of clothes with the intention of covertly filming her while she changed. Sex assault teacher Colin Doo jailed for 22 years
A FORMER music teacher has been jailed for at least 22 years for sexually abusing 11 girls and filming the assaults on hidden cameras. Colin Doo, 51, from Romsey in Victoria, pleaded guilty to 36 counts of abuse, including rape and procuring a minor for child pornography. Victorian Supreme Court Justice Paul Coghlan today said viewing some of the video of Doo's abuse was "one of the most unpleasant tasks" he has had to undertake in his legal career. Justice Coghlan sentenced Doo to 25 years and seven months in jail, with a minimum term of 22 years. "There can be no greater breach nor more serious than the abuse of children placed in your care," Justice Coghlan said. Doo groomed his victims by befriending their families and gaining their trust, the Supreme Court had earlier heard. He met his victims, aged from seven to 16, through his music teaching job at a local school in central Victoria between 1996 and 2008. He would offer the victims lollies, drinks and chips and the use of his home computer before introducing sexual talk and Behaviour. The court heard Doo set up secret cameras in his home to film his assaults and even set up one in a homemade toilet in his bedroom so he could film his victims using it. Pornographic photos and videos of his victims were found in Doo's home after his 2008 arrest. Police found 58 video cassettes, 12 computer hard drives, five video cameras and sexual aids, while a second search uncovered more than 1000 CDs, hard drives, hundreds of computer disks and a number of image slides. Colin Harold Doo, 51, of central Victoria, pleaded guilty to more than 30 counts including six of rape, 12 of indecent acts with a child under 16 and seven of procuring a minor for purposes of child pornography. There were 11 identified victims aged from seven to 16 during the offending between 1996 to 2008. The Victorian Supreme Court heard that Doo met his victims through his job as a music tutor. He groomed them by befriending their families and gaining their trust, and offering his victims sweets and fun activities like the use of his home computer. The court heard Doo set up secret cameras in his home to film his assaults and even set up one in a homemade toilet in his bedroom so he could film his victims using it. He took footage of two victims who were raped while appearing unconscious and in some cases superimposed his victim's faces onto other pornographic images. The pre-sentence hearing is continuing. Teacher to face 400 sex charges
A GIRL'S complaint about her music teacher's strange homemade toilet led to the arrest of a man police claim could be one of the state's worst sex offenders. The allegations against accused serial pedophile Colin Harold Doo are so serious the case is expected to be heard by the Supreme Court instead of the lower County Court. Mr Doo has been charged with more than 400 offences including rape, indecent assault, sexual penetration of a minor and indecent assault allegedly committed since 1984. Mr Doo ran piano lessons from his Romsey home and the homes of his students. Police allege he had cameras set up in his home, in his self-built toilet and in the toilet of a friend's house. The first alleged victim to come forward told police the piano tutor had asked them to perform for a camera and had a homemade toilet. The resulting police raid of Mr Doo's property allegedly recovered video recordings of the offences, sex toys and leg chains. Other alleged victims were then identified from the tapes as the probe was widened from Gisborne CIU and the local Sexual Offences and Child Abuse squad, to the Sex Crimes Squad. More alleged victims came forward as the case attracted publicity. Police claim there are now 13 victims, all of whom were aged between 10 and 16 at the time of the offences. Detectives said the charges, stretching back about 15 years, were a warning to others. "All it takes is one person to make a complaint and the walls come tumbling down," Det Sen-Constable Marcus Uren said. Mr Doo, 50, lived in a shed at the back of the Romsey house belonging to his elderly, invalid pensioner father. As well as piano tutoring, he ran a computer business and had been involved in school musicals. He has had his working-with-children permit suspended. The case has rocked the tight-knit community of Romsey, where Mr Doo is well known. If proved, the claims against Mr Doo would make him one of Victoria's worst and most prolific sex offenders. Teacher faces 403 sex charges
Two more sex offences have been laid against a man from Romsey, in central Victoria, who is now facing more than 400 charges. Colin Harold Doo is due to appear in court later next month on 403 charges including rape and producing child pornography. Gisborne detectives say the two charges served last week were allegedly committed nine years ago. Police say Doo's charges were committed over a 14-year period beginning in the mid-1990s. Teacher sex trial to hear from '13 victims'
ANOTHER alleged victim has come forward in the case of a Victorian music teacher facing hundreds of charges of sex offences against girls. Colin Harold Doo, 50, from Romsey, is facing 401 charges including 22 of rape and multiple counts of indecent acts and producing, possessing and procuring child pornography. During a brief hearing at the Melbourne Magistrates Court today, prosecutor Kerry Maikousis said an alleged 13th victim came forward last week alleging Mr Doo indecently touched her in 2000 when she was 11 or 12. The court heard the alleged victim, who is the sister of an existing complainant, made a statement to police today. Ms Maikousis also told the committal case conference hearing a further two alleged female victims who featured in images found at Mr Doo's home had now been identified. Mr Doo, who appeared in court via videolink, is yet to enter a plea to the charges, which allege offending between 1997 and 2008 against girls aged from 10 to 16.
