Sentence: Sentenced in July 2005 to 9 mths jail-suspended for 2 yrs.

Offence/Other: Pleaded guilty in June 2005 in the Broadmeadows Magistrates Court to numerous sex offences. Music Tutor (drum instructor). Has since been banned from teaching. Victim was a 16 yr old student.

"Don't Let This Man Go Free"

One of Victoria's most dangerous child sex predators is coming out of jail, but authorities refuse to say where he'll live or under what parole conditions.
Nor will they issue a picture of this man to alert parents.
Victims are furious serial pedophile Kevin Patrick James Russell, 42, will be turned loose on society ,only serving 10 years for raping and abusing children over 14 years.
Even members of his family say he should not be let out- that Russell can'not be rehabilitated and that he will attack another child at the first opportunity.
"John", one of Russell's victims, said he and others pleaded with the parole board not to release the depraved child molester, but their appeals were ignored.
Regardless of stringent parole conditions, Russell would attack again, John said.
"It's hard to believe the (Government-appointed) parole board would even consider letting him out," John said.
"He's served only 10 years of his original 16-year sentence and they are going to let him out to destroy more lives.
"He's taken away the childhoods of at least 10 kids, including mine. We have been given a life sentence.
"Only someone who has been repeatedly raped over a number of years and made to do other depraved things would understand what I have to live with every day of my life."
A Russell family member, who asked not to be named, said the pedophile would certainly reoffend, adding: "He is incorrigible. He will commit these awful acts again. There is no doubt.
"It makes me sick that he is getting out because he is so devious and cunning that I know he will create opportunities to destroy other children's lives."
Victoria Police and Corrections Victoria refused to give the Sunday Herald Sun a picture of Russell. They cited privacy laws.
Russell is believed to be incarcerated at Ararat, at his request, and is expected to be paroled within weeks.
Until a few weeks ago, he was at Langi Kal Kal prison, near Ballarat.
Langi Kal Kal is a minimum security facility, housing prisoners about to be reintergrated into society and those convicted of minor crimes.
Russell's parole conditions are likely to ban him from having contact with children and his victims. He is likely to be forced to wear an electronic bracelet and to stay away from schools.
Russell's attacks on children were committed in various Victorian country centres and in outer Melbourne suburbs.
His victims- both sexes- were aged 10 at the time and some were abused in their early teen years.
He mostly boarded at family homes, bought presents for the children, gained their trust and abused them when their parents were out.
In 1996, Russell was jailed for 16 years, but a year later an appeal cut his term to 12 years with a non parole period of 10.
In a pre-sentence report, he was described as a "dangerous, high-risk and indiscriminate sex offender."
Judge Frederick Davey said a clinical psychologist, described Russell as an "extremely disturbed person" who, based on his history, represented "a very substantial risk to the community."

Toby Hemming, spokesman for Police and Corrections Minister Tim Holding said sex offenders could be placed on a database that allowed police to track them after their release from jail.
"These people are banned from working with children and are required to keep police informed of their whereabouts," he said.
Investigations by the Sunday Herald Sun reveal breakdowns in the justice system have resulted in serial sex offenders ignoring their parole conditions.
Last week, police alerted parents that children could have been put at risk by bungles in the system- pedophile music teacher Daniel James Booth had not been put on the sex offenders register and police could not find him.
Booth, 25, formerly of Sunbury, was released on a suspended sentence and fled to Tasmania with his former victim, now, 18.
Earlier this month, police and victims called for serial child-sex offender Kevin Thomas Briscoe to be jailed for life after committing further crimes.
Briscoe released from jail last year on a strict supervision order is back behind bars after thumbing his nose at authorities and reoffending.
Dubbed incurable by a judge, Briscoe was sentenced to another three years' jail for spying on children near his Sunshine safe house and stealing underwear.
Briscoe was the second serious sex offender in Victoria, after Brian "Mr Baldy" Jones, to be subject to an extended supervision order allowing authorities to monitor his movements on release from custody.
Briscoe, 62, has spent more than 25 years in prison for sex offences dating back to the early 1970s.
"Mr Baldy" was released last July after 14 years in jail.
He sexually assaulted six boys aged between four and seven during a 12-month period in 1979-80.
He served an eight-year sentence for those offences, but re-offended within days of his release in 1989.
Jones, 54, will be supervised for 15 years. Conditions include an 18-hour curfew and an electronic ankle tag.
The Sunday Herald Sun revealed last year that the State Government had allowed five interstate pedophiles to move to Victoria including notorious Perth child molester Charles Alan Smith.
The Goverment refused to say how they were being monitored.
Smith was released from a Perth prison in February last year after serving less than eight years of a 15-year-jail term for sexually abusing boys, aged 10-17, over two decades.
Sunbury police had not been told Smith was living in their area, despite him being housed just two blocks from a school.

Sex Fiend Unlisted Claim

A teacher convicted of crimes on a student at his former school has not been placed on a sex offender register, the victim's mother claims.
The mother said she had recieved information that, seven months after he was sentenced, Daniel James Booth was still not on the register.
A court ordered in July last year that Booth be placed on the register when he pleaded guilty to the offences against a female student. But the mother said her attempts to confirm this was the cause had proved futile.
She said Booth recently shifted to Tasmania with her daughter, now 18, and not notified authorities.
A spokesman for Corrections Commissioner Kelvin Anderson said every offender ordered to be on the register was placed on it.
He said it was not legal to comment on individuals on the register.
He said there were heavy penalties, including a jail term of up to two years for offenders who went interstate without notifying police.
"There are tough penalties for registered sex offenders who fail to comply," he said.
