Offender Tracking acheme Too Late For Kaufman
RAPIST BEATS SEX LAWS

A new crackdown on serious sex offenders has come too late to contain freed rapist George Gerrard Kaufman.
The State Government, in August released fresh measures aimed at dealing with sex criminals after their release.
They would include sex offenders being tracked for at least eight years and in some cases the rest of their lives by being placed on a Victoria Police register monitoring them at work and home.
But the new tactics cannot be used on Kaufman, who was released on Saturday after serving just 14 years for 18 vicious rapes.
Police Minister Andre Haermaeyer said he hoped the new laws would ensure there were no more Kaufman cases. Mr Haermeyer said he wished the laws could be applied to Kaufman but they would ensure rapists freed in future would be monitored.
"It clearly has people like him in mind. They will come under extremely tight scrutiny", he said.
Shadow attorney-general Victor Perton said the Kaufman case emphasised the need for sentencing reform.
He pledged a Liberal government would introduce minimum sentences for rapists, although he would not speculate on what they would be.
"There is a huge gap between court penalties and community expectations. Rape is a violent crime that takes away the lives of it's victims," Mr Perton said.
Opposition Leader Robert Doyle said he was angry Kaufman was released despite allegedly refusing to take part in a sex offenders' rehabilitation program. the LIberal Party has pledged to introduce minimum and indefinite sentences if elected on November 30.
"These criminals deserve to be locked up for minimum periods of time that are then served end on end," Mr Doyle said. "This, I think is an outrage to the community and if the Labor Party needs to answer one question... it is why they will not, support minimum sentences for violent, seriouos criminals such as this."
Premier Steve Bracks said there was a provision for an indefinite jail service if Kaufman was to reoffend. He said Labor was committed to monitoring sex offenders released back into the community.
"Obviously we want to ensure that those people who perpetrated these horrendous crimes, going back into the community after their sentence, are monitored and checked and examined so they don't reoffend," he said.
A justice lobby group has called for public disclosure of where Kaufman is living.
People Against Lenient Sentencing spokesman Steve Medcraft said women who lived in the area where Kaufman had settled had the right to know he was nearby.
The Herald Sun revealed on Saturday how the 51-year- old Kaufman served an average of little more than nine months for each of his rapes in Melbourne's eastern suburbs.
Police who dealt with Kaufman and prison sources said they did not believe kaufman had changed and he refused to undertake sex offender rehabilitation programs during his time behind bars.
