Released WA paedophile Paul Allen back behind bars

A Perth paedophile released from jail despite committing offences on bail and then breaching his release conditions is facing more time behind bars, after admitting possession of child pornography.
Paul Douglas Allen, 33, was first jailed in 2000 after offences against seven children aged between four and 10 years. Some of the offences were committed while Allen was on bail or parole.
Sentenced to more than five years in prison, an application was considered that Allen be ranked among Western Australia's worst sex offenders, but instead he was released on strict conditions, including taking anti-libidinal drugs and a ban on using the internet unsupervised.
In 2009, Allen was found to have breached those conditions 14 times - including having dozens of DVDs and newspaper cuttings featuring non-sexual images of children.
After initially jailing Allen, Justice Peter Blaxell then allowed his release on even stricter conditions.
But on Wednesday, Allen appeared in Perth Magistrates Court, charged with breaching his release conditions five times, and one count of possessing child pornography.
He admitted that charge, which the court was told constituted the possession of numerous pictures of children under 13 being sexually abused and committing sex acts, which were discovered last September.
He will be sentenced in WA's District Court in March, after psychological reports are carried out.
Allen's court appearance came amid public outrage over the escape from prison of rapist Cameron John Graham, who had been allowed to travel to Geraldton from a prison in Perth to be closer to his family for Christmas.
Graham had been jailed in November for 11 years for breaking into a woman's home and repeatedly raping her, while threatening to kill her young children who were sleeping nearby.

Notorious paedophile jailed after breaching release order

A convicted paedophile was today remanded in custody after a Supreme Court judge deemed him a risk to the community.
Paul Allen pleaded guilty to a string of charges stemming from breaches of a conditional release order he was placed on after serving out a prison sentence.
Allen, who is in his late 20ís, admitted to the breaches in the Stirling Gardens Magistrate's earlier this month. Created under the Dangerous Sex Offenders Act, Allenís release order stipulated he was not allowed to collect or obtain images of children.
The Supreme Court was told that he collected images of children, which were not pornographic, from the internet and by cutting out photographs from magazines and newspapers.
The court was also told that he had neglected to take anti-libido medication to reduce his sex drive.
At todayís appearance, a sentence over his breaches was supposed to be delivered by Justice Peter Blaxell, however, sentencing was postponed after the judge granted an adjournment until November due to further charges resulting from the breaches.
His lawyer David McKenzie argued Allen should have his bail extended because he had not breached the conditions since his arrest.
But Justice Blaxell denied the request, agreeing with prosecutors that Allen should be remanded in custody.
Justice Blaxell said that downloading and collecting images was a trigger for re-offending.
"In these circumstances if the accused is not kept in custody he could be a risk," he said.
The detention of Allen comes the same week that serial sex offender Michael McGarry is due to appear in the Supreme Court, where it will be argued whether or not to keep him in custody after he pleaded guilty to breaching a condition of his release order.
The notorious sex monster was arrested less than 10 days after his August 17 release by Supreme Court Justice Lindy Jenkins, who subjected him to the unprecedented supervision order containing 52 strict conditions.
The court has suppressed all details of the alleged breaches other than the fact that McGarry was not accused of sexual reoffending.
In 2006 Allen was released from prison only for the Director of Public Prosecutions to loge an application to have him detained indefinitely under the Dangerous Sexual Offenders Act.

Sex offender back in jail

A WA child sex offender is back in custody accused of repeatedly breaching the conditions of his release from jail.
29 year-old Paul Douglas Allen was released from prison two years ago after serving time for a string of child sex offences.
He was subject to strict conditions but he's now facing 14 charges of repeatedly breaching his release order.
It is alleged that he accessed the internet and downloaded pictures of children and that he failed to take medication to control his libido.
Today, Supreme Court Justice Peter Blaxell rejected an application for Allen to be released on bail, saying there was a danger he may commit futher offences. Allen will appear in court again in November.
