Rapist To Be Allowed Day Releases


The Tasmanian Parole Board has recommended that twice-convicted rapist Paul Vincent Phillips be allowed out of jail on day releases.
Phillips has served eight years of a 10-year sentence for the abduction and rape of a hitchhiker at Cygnet.
The board turned down his application for parole because he had not had any day releases.
In October, the Director of Public Prosecutions failed to have Phillips jailed indefinitely as a dangerous criminal.
Phillips can re-apply for parole in three months.
