Sex Offence Teacher 'Out Of Control'
A former school teacher and convicted paedophile who sexually
abused five boys was "unable or unwilling to control his sexual
instincts", the District Court has heard.
Ronald William Hopkins, 69, of Flagstaff Hill,
has pleaded guilty to five counts of unlawful sexual
intersourse by a teacher, five of indecent assault and one of gross indecency.
The offences against boys aged 12-16 occurred between 1975 abd 1991.
Prosecutor Amanda Piennar yesterday said Hopkins should be sentenced in the Supreme Court.
"It is the Crown submission that.....the nature of the offending and it's
circumstance suggest that Mr Hopkins is a man unable or unwilling to
control his sexual instincts," she said.
Under section 23 of the Criminal Law Sentencing Act,
a person regarded as unwilling to control their sexual
instincts must be sentenced in the Supreme Court.
"The Supreme Court will direct at least two legally qualified
medical practioners... to inquire into the mental condition
of a person to whom this section applies," the Act states.
It also states that a person will not be released from
detention until the court, on application from the Director of Public Prosections,
makes an order they be discharged.
Hopkins started work as a lay teacher at Blackfriars Priory School
in 1983. He resigned in late 1991 on the day a student made allegations
of improper conduct against him.
Hopkins was jailed in 1997 on unrelated sex offences.
Acting Judge Andrew Wilson yesterday remanded him in custody to face court again next week.
