The recommendations made by MAKO Inc are in reference to the protection of children in South Australia, as stated in the overall aims of the child protection review and discussion paper.

ABOUT US MAKO Inc. is an unfunded, Non-Government, Incorporation. Our Incorporation number is AOO36461G. MAKO was established 7-5-1998.

We promote zero tolerance of convicted Child Sex Offenders/sex offenders, and support the introduction of mandatory, lengthy jail terms for convicted Child Sex Offenders (including first offence) and for the Introduction of A National Public Register of convicted pedophiles/ sex offenders in Australia

(a) We aim to raise public and political awareness to the need for a zero tolerance policy for child sex offenders/ sex offenders in Australia in order to deter child sex / sex offenders from offending, thus preventing victims.

(b) To provide victims of child sexual/ sexual abuse with a referral service, to assist with their healing.

MAKO promotes the introduction of a Zero-Tolerance Legislation in the criminal sentencing for child sex offenders in South Australia .

This is a situation where mandatory sentencing, and other deterrents are clearly needed to help prevent pedophilia.

When the sex offender is in jail away from children he cannot physically re-offend.

We believe our recommendations would assist the South Australian Government to:

(a) Better protect children from being sexually abused in South Australia.

(b) Deter Child sex offenders from offending (re-offending) in South Australia.

RECOMMENDATIONS BY MAKO Inc to the South Australian Child Protection Review Committee for consideration.

(a) Mandatory lengthy jail terms for convicted child sex offenders in South Australia.(including first child sex offence) (eg:life in jail for repeat offenders).

(b) Make therapy or rehabilitation programs readily available, and compulsory in S.A jails (instead of communities) for child sex offenders, which could then be administered over the lengthy period of the sex offenders incarceration.

( In S.A these services are only available to child sex offenders, in the very communities they have sexually assaulted children. This in itself, is re-exposing more children to further harm. Research shows that 80-90% of convicted pedophiles, will re-offend, with an average of 45-135 victims each, and with a low conviction rate this is of a major concern ).

(c) Community Notification of convicted child sex offenders residential location, when moving into a community,in South Australia ( Community notified would be community where convicted child sex offender chooses to reside).

(Members of the MAKO Incorporation have notified 58 communities of convicted child sex offenders living amongst them, around Australia since 1998 (including 5 in South Australia). We have informed the communities of the offenders offences and current location. In 90% of the cases the offender was found to be living within close proximity of Kindergartens and Primary Schools.) There have been no repercussions on the convicted sex offenders involved that we are aware of, but we have had cases where likely abuse was prevented. Australians are entitled to this information as it arms them with the knowledge to help keep their children safe.

(d) State Register of convicted Paedophiles details available at police stations for the public.

(e) Restrict convicted child sex offenders, from living within close proximity of schools Child Care Centre's and other places children frequent in South Australia, after conviction. (eg:1 km)

(f) Make it mandatory, for people involved in organisations in South Australia that have contact with children, to undergo police checks for sex offences etc .

Some facts about why prevention is so important::

PAEDOPHIILIA also has major implications for society, as society must deal with the resulting problems. Including crime, suicide, drug-use, etc... The impact to the victim is considered to be amongst the worst of crimes, at the worst of times. Most victim' carry the scars permanently, and if research is correct, that the majority of pedophiles will abuse 45-130 victims each..... then we do have the basis for an epidemic.

With high repeat- offending levels, low conviction and lenient sentencing, adds up to the system letting victims down and placing more Australian children at risk.

Parents can't be around to protect their children 24 hrs a day.

Many Australian children will be sexually abused in the future.

In many cases the offender is someone known to the child / s family.

Child sexual abuse is a factor in the rise in Youth suicide.

If your child becomes a victim so do you and those around you.

Because pedophiles/sex offenders, are highly likely to re-offend again and again.

We must Break through the individual and societal denial that child sexual abuse is reaching epidemic proportions and taking place in Australia and all over the world. (The "head-in-the-sand" attitude tolerates and supports pedophiles objectives.)

Increase understanding and awareness in order to prevent victims.

Listed below are some Australian convicted pedophiles whose offending would send a chill down any parents spine. They are shocking examples of why prevention is so important! Child-sex offenders inflict a life sentence on their victims.

(below) Robert Kingsley Hawkes: Wrote letters to other paedophiles describing encounters with young boys, his opinions on cir-cumcision, bondage, and child slavery.

(below) Lawrence John Edward O'Shea (aka Michael Harrison) (Currently out of jail) O'Shea wanted to be chemicallycastrated so he could be released, but he got out anyway. He plotted crimes in jail, specialising in setting up children's camps, like Camp Sunshine at Norton Summit SA, which he set up between 1975-77, to give him ready access to victims.

71% rise in youth-suicide in past 20 years

(below) David Alfred Hilder:: Principal of a west Sydney primary school. Hilder forged a mother's signature to excuse a 9 yr old boy from class so he could take the child home and abuse him.

There have been instances of Australian Paedophiles(Clarence Osborne) keeping records of 2,500 children they have molested

(below) Grant Stewart Matheson: Addicted to pornographic videos. Matheson stalked a young mother, attacked and raped her in her home. After serving 2 yrs he was caught stalking a schoolgirl.

(below) Luke Paul Frank Moertel Scout leader, abused a brother & sister from the age of seven. Moertel was considered a family friend, taken on camping and fishing trips by the victims' father.

2/3 of sex-crimes in Australia are against our children

(below) Father John Kevin O'Donnell Retired Catholic priest, abused children for at least 35 of his 50 years as a priest. Victims were boys and girls, cubs, scouts, and students. O'Donnell assaulted them in churches and Catholic school camps.

MAKO beleives that an aware community is a safer community .Child sexual abuse is a crime against humanity. The human rights of a child heavily outweigh a convicted child sex offenders right to privacy. June 02
