Court Helps Paedophile Kenneth Tillman to Flee Media
A SUPREME Court judge has been accused of giving a serial paedophile preferential treatment
by allowing him to leave by a back door of the court in an attempt to avoid the waiting media.
Kenneth Tillman, who has a 30-year history of sex offences, was back in court yesterday as
the Government sought a five-year supervision order following his release from prison last
month. His 10-year sentence for the rape of a nine-year-old girl expired last year, but he
was forced to serve a further 18 months' jail under recent legislation that targets sex offenders.
When that expired last month Tillman was released, but the Government wants him to abide by
a string of conditions that will ensure he is supervised while in the community.
Yesterday, the 46-year-old appeared before Justice Peter Johnson, where legal issues about
his conditions for release were discussed.
Justice Johnson reserved his decision but following an application from Tillman's legal
counsel ordered he be released through a back door.
It is understood the judge was told of a media throng that might
threaten Tillman's safety - but the only media present was Channel 7, a Daily Telegraph
photographer and another newspaper's photographer.
Witnesses told of seeing "a co-ordinated escape plan" so that Tillman could not be photographed.
A Supreme Court spokeswoman said the decision was a discretionary one open to a judge, as it
is with any application brought before them.
Hetty Johnson, from child protection lobby group Bravehearts, said: "It's decisions like these
that just assist recidivist paedophiles keeping their anonymity, which is something that must be stopped."
Ms Johnson said it was disappointing that the judiciary had put the rights of the offender ahead
of the rights of the community. Tillman's shocking record includes two child rapes against a girl,
13, in 1982 and numerous rapes of a girl, 10, in 1986.
Department of Corrective Services therapeutic manager David Bright has told the court
that Tillman had been given a reoffending risk rating of eight out of 10.

Released pedophile faces further assault charges
SERIAL pedophile Kenneth Davidson Tillman, the first man held beyond his
sentence under the Serious Sex Offenders legislation introduced in 2006,
has been released from prison but faces more charges of sexual assault against a minor.
He was released under an interim supervision order, with Justice Peter Johnson
noting that "there is a real risk the defendant will reoffend sexually without
supervision". Under the order, Tillman must wear an electronic monitoring device,
live at an approved address, observe a curfew and is not allowed to change his name
or alter his appearance, including dyeing his hair, without the approval of the Department of Corrective Services.
The NSW Police Commissioner, Andrew Scipione, yesterday said that Tillman would be closely monitored.
In June, Tillman was charged with offences committed against a 14-year-old in 1995. He appeared in Junee
local court last week on two counts of aggravated sexual assault, one count of attempted aggravated sexual
assault and two counts of assault occasioning actual bodily harm. The sexual assault charges have been scheduled
for a possible hearing in Junee on February 10, while the assault charges have been listed for mention in Finley
local court on December 10.
Tillman, jailed several times for repeat sex offences, was scheduled to be released in June last year after
serving 10 years for offences including the rape of a nine-year-old girl. But he was kept behind bars after a judge
made a continuing detention order under the new state legislation as he was considered a high risk of reoffending
and would not attend a serious sex offenders rehabilitation program.
The Supreme Court released him last year because the Attorney-General, John Hatzistergos, failed to lodge the
paperwork the required six months before his release but the decision was overturned and he was reincarcerated
12 days later.
In jail, Tillman agreed to undertake the sex offenders program and stayed in prison until October
31 to complete it.
The interim supervision order has 35 conditions; if any are breached he could be returned to
jail, the Attorney-General said.

Sex Fiend Kenneth Tillman Released From Jail
CONVICTED pedophile Kenneth Tillman has been released from jail after completing
a rehabilitation program and has been banned from changing his appearance to the
point of not being allowed to grow a moustache.
Tillman, 46, jailed a number of times for repeated sex offences, recently completed
a 10-year sentence for the rape of a nine-year-old girl.
He was released from jail three weeks ago after completing a rehabilitation program
and was believed to be living at a halfway house in Sydney, the Nine Network reported last night.
His release conditions demand Tillman - who used to have facial hair - not change his
appearance without official approval. This would ban him from having a moustache or
small beard - the images of him best known to a public who have not seen Tillman for many years.
Tillman was due for release last year, but the NSW government used laws to keep him
in prison because he refused to take part in a sex offender rehabilitation program.
Tillman is now wearing a monitoring device and has to abide by a 9am (AEDT) to 6pm curfew.
He must also stay away from children as part of 35 conditions imposed by a NSW Supreme
Court supervision order.
"If there is any breach of any of those conditions then of course he's liable to be
going back to jail," NSW Attorney-General John Hatzistergos told Nine.
But victims advocates are not convinced Tillman is reformed.
"I don't believe that any amount of rehabilitation is going to assist him so no, I
don't believe the public is safe at all," Victims of Crime spokesman Howard Brown told Nine.
Before he was released, Tillman was charged by child exploitation detectives with
offences dating back to the 1990s.

Scipione yesterday saying Tillman would be closely monitored in the community.
Tillman, 46, was released from jail last month after serving a 10-year sentencing for
raping a nine-year-old girl.
He was detained for an extra 18 months under legislation targeting serious sex offenders.
Authorities were concerned he was at high risk of reoffending, but Tillman was released
on October 31 after completing a rehabilitation program for high-risk sex offenders.
Release conditions: He can't even grow a moustache
He is back in the community subject to 37 strict conditions, including that he keeps to
a curfew, wears a monitoring device and does not change his appearance.
Tillman must also stay away from children as part of the conditions, imposed by an
interim Supreme Court supervision order.
Supreme Court documents released yesterday revealed that Tillman was also recently
granted bail on three sex assault charges relating to a 14-year-old girl, which date back to 1995.
In giving him bail, Justice Peter Johnson noted that Tillman would be
subject to "rigorous conditions", exceeding the kind of bail conditions
that usually applied in the criminal courts.
Mr Scipione moved to reassure the community following Tillman's release,
saying "we'll be putting some very strong monitoring around him".
Tillman is believed to be staying in a halfway house in Sydney, but
Mr Scipione said police would not be revealing where he was living.
On December 1, the government will seek to have a five-year supervision
order imposed on Tillman. Justice Johnson yesterday extended Tillman's
interim supervision order until late December, pending the outcome of the application.
