Victoria’s Witch community is worried an Extended Supervision Order granted yesterday
won’t be enough to keep convicted sex-offender and self-proclaimed witch
Robin Fletcher from re-offending.
“His crimes are the exact opposite of what witches practice,” Marian Dalton, Victorian Coordinator
for the
Pagan Awareness Network Incorporated
said today. “One of the central beliefs of modern
witches is the statement ‘Harm None’. Fletcher’s betrayed the most basic tenets of Wiccan belief – which
makes him nothing more than a predator.”
Robin Fletcher was jailed in 1998 for sex offences against two teenage girls. He has consistently claimed
that his Wiccan beliefs permitted his behaviour.
“No religion can justify rape,” Ms Dalton said. “His crimes are despicable. But the real worry is that he
will soon be loose on our streets – we’re worried that he will start looking for vulnerable people to prey on.”
Ms Dalton urged young people involved in Wicca and Witchcraft to exercise caution when dealing
with others. “Unfortunately there are predators in every community – the Pagan scene is no exception.
Young people should always be careful when dealing with strangers, whether it is in a church youth-group,
meditation circle or Pagan gathering.”
Ms Dalton added: “Fletcher should be locked up for life if he re-offends this time. Both the Pagan community
and the general public should be made free of the menace that this man may pose.”

10 years “Not Long Enough” For Jailed Witch.
The Pagan Awareness Network Incorporated (PAN Inc) , an organization that represents Witches,
Pagans, and other followers of nature-based religions, says that a ten-year sentence imposed on
Robin Fletcher for raping two fifteen-year-old girls under the pretext of a witchcraft “initiation” was too lenient.
“Fletcher’s crimes are despicable,” PAN Inc Victorian Coordinator Marian Dalton said today. “No one in
the Pagan community that I have spoken to wants to see him released from jail.”
Fletcher is due to be released from Ararat Prison in two weeks after serving his full sentence. Yesterday
an Extended Supervision Order was granted restricting his movements after his release, due to fears he
would re-offend.
Ms. Dalton stated that Fletcher did not represent the beliefs or practices of Witches and other
Pagans. “Every community has its predators,” she said. “The Pagan scene, sadly, is no exception. Fletcher
doesn’t represent who we are or what we do – any more than pedophile priests represent the values and
teachings of Christian churches.”
Fletcher also caused controversy behind bars: in 2004, he unsuccessfully tried to sue Corrections Victoria and
the Salvation Army using Victoria’s controversial religious vilification laws.
“He’s made it that much harder for Pagans with genuine complaints to be taken seriously,” Ms. Dalton
said. “He’s set back recognition and acceptance for our religion at least ten years – a day for every day
he’s spent in prison. What is worse is the possibility he might re-offend.”
Fletcher’s parole was refused at least twice, after having been discovered advertising on the Internet as
a “Master of the Dark Path” and seeking BDSM “slaves”.
“We hold grave concerns for anyone involving themselves with this individual. And we believe that if he
re-offends, he should be locked up for life,” Ms. Dalton said. “He’s done enough damage to Pagans as
well as the wider community.”

Sex Offender Wins Court Battle
A male witch who turned teenage girls into sex slaves has won a
court battle to be allowed to live in the community.
Robin Angas Fletcher finished an eight-year jail term in June, but
has been living in a unit inside the walls of Ararat prison, in
western Victoria, under an extended supervision order imposed by
the Adult Parole Board.
Fletcher, 49, challenged the conditions of the order, imposed under
the Serious Sex Offenders Monitoring Act, in the Victorian Supreme Court.
Justice Bill Gillard ruled the Adult Parole Board was acting
unlawfully by keeping Fletcher behind prison walls after he had
completed his jail term.
Justice Gillard said the terms of the act, introduced last year,
required Fletcher to live in the community.
Fletcher used hypnotism and mind-altering techniques to entice
two 15-year-old girls into prostitution, sadomasochism and black
magic.
He was jailed in 1998 after pleading guilty to prostituting a child,
sexual penetration, and indecent acts against a child aged under 16.
At Ararat, Fletcher must abide by conditions imposed by the Adult
Parole Board, including only being allowed to leave his unit while
escorted by a Corrections Victoria officer.
A spokesman for Police Minister Tim Holding said despite the judgment,
Fletcher remained subject to "very strict" monitoring conditions.
Those conditions included abiding by a curfew, a ban on contact with
children, wearing an electronic monitoring device, and a requirement
to undergo treatment.
He said the Adult Parole Board and Corrections Victoria were meeting
on Wednesday to discuss Fletcher's new living arrangements.
At a hearing earlier this month, Alan Marshall, for Fletcher, said
his client was effectively living in solitary confinement with occasional
day release.
In an affidavit tendered to the court, Fletcher complained he was treated
as if he was still a prisoner and his freedom of movement and contacts were
severely restricted.
Peter Hanks QC, for the Department of Justice, said parliament had given
the parole board wide-ranging powers to ensure the safety of both the
community and offenders.
Fletcher was due for release earlier this year, but parole was refused
after authorities discovered he engaged in "disturbing" correspondence
with people in Ghana, West Africa.
In an advertisement on a prisoner pen-pal site, he claimed to be a real
witch and an occult and bondage and discipline master.

Sex-Crime Witch Gets New Jail Home
EVIL witch Robin Fletcher will be forced to stay in jail in an unprecedented
crackdown on the state's worst sex offenders.
Detention law now on cards The sex sadist was due to be released from Ararat jail
today after his 10-year maximum sentence expired.
Instead, he will be forced to pay rent and live in a "prison within a prison" inside the jail's walls.
The Adult Parole Board has imposed extraordinary restrictions on Fletcher under the terms of an
extended supervision order granted by a Supreme Court judge.
Conditions of the five-year order mean Fletcher will be:
BANNED from leaving his new home inside the jail unless escorted by a Corrections officer.
BANNED from having access to the internet.
FORCED to wear an electronic ankle tag so his movements can be monitored.
BANNED from contact with other sex offenders.
FORCED to take part in treatment programs that he refused to do while serving his sentence.
PROHIBITED from engaging in community activities involving children.
BANNED from visiting certain areas, such as schools, playgrounds, public parks or childcare areas.
Corrections sources told the Herald Sun the only concessions to Fletcher's new status
as a "free man" would be the right to wear his own clothes rather than prison uniform, and
no requirement to work.
He will be able to receive visitors, but only if they have been approved and are under escort.
Fletcher's maximum sentence for sex offences ended at midnight.
He turned two 15-year-old girls into sex slaves in the name of witchcraft.
He lured them into sex using black magic and hypnotism and told them they were taking part in
pagan rituals. Body: Fletcher was jailed in 1996 after pleading guilty to child prostitution, sexual penetration
of a child under 16, indecent acts with a child and perverting the course of justice. He is believed to have
been told last weekend he would not be leaving jail as expected. He was served with the extended
supervision order yesterday by a Corrections officer, who explained the conditions. The parole board
will speak to him by video link tomorrow. Fletcher, a professed witch, is the sixth sex offender to be
placed on an extended supervision order since the Serious Sex Offenders Monitoring Act became law
on July 1 last year. The State Government is believed to have received legal advice that forcing Fletcher
to live within a jail after his sentence has finished is a lawful direction under the terms of the Act. The
only comparable treatment of a dangerous offender was the Community Protection Act, a one-man law
passed specifically to keep Gary David in jail when his sentence for attempted murder expired in 1991.
Corrections Minister Tim Holding last night confirmed the conditions of Fletcher's tough new regime. He
said Fletcher was the worst of the worst of Victoria's sex offenders. "The Government and the Adult Parole
Board recognise the very real risk a small number of these shockingly bad offenders pose to the Victorian
community," Mr Holding said. "For that reason we've sought from the board the toughest possible conditions
to control him after the expiration of his sentence," Mr Holding said. "We're pleased the parole board has
put in place such a strict regime, which is unprecedented in Victorian history. "This guy is basically telling
us -- he's telling the world -- that he plans to reoffend," Mr Holding said.
Fletcher, 49, was refused parole last January after sexually explicit letters were intercepted by staff at
Ararat jail.
The letters convinced Corrections staff and forensic psychiatrists that Fletcher had not been rehabilitated
and would almost certainly reoffend.
They were written to people in Ghana and encouraged them to adopt deviant sexual practices in pursuit
of his form of religion.
The Herald Sun has learned Fletcher also has serious previous convictions in another name.
He was convicted in the County Court in 1984 of false imprisonment when he was known as Timothy
Michael Ryan, believed to be his birth name.
He has also been convicted of indecent assault, managing a brothel and living off the earnings of prostitution.
Fletcher will live in a converted section of a building used for education programs inside Ararat jail.
Another notorious sex offender, Brian Keith Jones -- better known as Mr Baldy -- lives in a cottage outside
the jail's gate.
Prison sources said the pair had a strained relationship and there was "some sort of bizarre rivalry between them".
Jones, who was the first released sex offender to be placed on an extended supervision order, was moved
back to Ararat after a community uproar over his placement in a Housing Ministry house in Ascot Vale when
he left jail last August.
Jones has to comply with 23 conditions, including an internet ban and electronic monitoring, under the terms
of his order.
Applications for a supervision order are made to a judge in the court that sentenced the offender and can
cover up to 15 years after release.
Conditions can include curfews, bans on contact with children, residential and job restrictions, random checks
and compulsory treatment programs.
An offender can be sent back to jail for up to five years for breaching any conditions.
The Government is believed to have already decided to apply for another five-year supervision order against
Fletcher when the order granted a fortnight ago expires in 2011.

Detention Law Now On Cards
THE tough stand to protect the public from Robin Fletcher means a continued-detention law is
more likely to be introduced in Victoria.
Corrections Minister Tim Holding conceded yesterday that Fletcher's treatment was an unofficial
form of continued detention.
Queensland and NSW have continued-detention laws, under which courts can extend the detention
of serious offenders still regarded as a threat to the public even after they have served their sentences.
The laws in both states are aimed at serious sex offenders considered incorrigible, unrepentant and
almost certain to reoffend.
In Tasmania, violent offenders declared dangerous by the courts can be jailed indefinitely.
Victoria's Sentencing Advisory Council is examining whether the state needs a similar law.
Attorney-General Rob Hulls gave the council the job last month after the Herald Sun drew attention
to the case of serial rapist William Craig Forde.
Forde is due to be sentenced next month after his fourth rape conviction.
He reoffended within months of his release after each of his previous three sentences.
There was a community uproar after the Herald Sun revealed Forde had served a total of 15 years
and 10 months for three rapes -- an offence that carries a maximum sentence of 25 years.
The victim of his latest offence was a young Ballarat mother he abducted at knifepoint and raped
22 times while holding her captive for 29 hours.
Mr Hulls said when announcing the council's review that any move towards a continued detention
scheme must strike the appropriate balance between protection of the community and fairness and due process.

a Department of Justice supervision order under the Serious Sex Offenders Monitoring Act.
Fletcher, was due for release earlier this year, but his parole was revoked after authorities
discovered he had engaged in "disturbing" correspondence with people in Ghana, West Africa.
In an advertisement on a prisoner pen-pal site, he claimed to be a real witch and an occult
and B & D (bondage and discipline) master .
Commenting on Fletcher's release today, Mr Hulls said he was confident the parole board had
made the right decision in releasing Fletcher.
"I think the community should have faith in the parole board," Mr Hulls said.
"They are independent, and whatever decision they make in relation to any prisoner takes into
account their views about whether or not that prisoner should be released and under what terms
that prisoner should be released into the community.
"We do have laws in Victoria that enable prisoners who are released to be monitored very closely,
we have one of the toughest regimes in Australia"
Crime Victims Support Association president Noel McNamara has said the proposed supervision order
was grossly inadequate and has vowed to track Fletcher down and post his future residential address on the internet.

Pagans Slam Sex-Charge Witch
AUSTRALIA'S pagan community has moved to distance itself from
a jailed male witch who turned teenage girls into sex slaves under the guise
of a witchcraft initiation.
Robin Fletcher, who is due to be released from Ararat Prison on June 12 after
10 years behind bars, was convicted of prostituting a child and of sexual
penetration and indecent acts against a child aged under 16.
Fletcher, 49, used hypnotism and mind-altering techniques to entice two
15-year-old girls into prostitution, sado-masochism and black magic.
He dressed the girls in dog collars, bound them and flogged them with a
horse whip and paddle.
Fletcher consented in court yesterday to an extended supervision order
allowing Victorian authorities to track him and restrict his movements for
five years.
Victorian Supreme Court judge Justice Bill Gillard said there was a high
risk Fletcher would re-offend if released unsupervised because he still
believed his religion justified his crimes.
"Mr Fletcher maintains his sex offending occurred as a result of his religion," Justice Gillard said.
"He asserts he is unable to cease wiccan practice."
But the
Pagan Awareness Network Incorporated (PAN Inc)
today said Fletcher did

Convicted Sex Offender Justified Crimes In Letters
Admitted sex offender and witch Robin Angus Fletcher has been warned not to
repeat correspondence apparently justifying his criminal behaviour as he begins five
years of state supervision.
Fletcher was jailed in 1998 for sex offences against two teenage girls, who were beaten
and bound after being subjected to what were described in court as "mind-altering techniques".
He claimed to be a member of the Wiccan faith, and to have pagan childhood influences.
Yesterday in the Supreme Court, Justice Bill Gillard made orders endorsing Fletcher's
supervision and providing for a review within three years.
Fletcher, 49, is to be freed on June 12 after serving eight years in prison for the offences
against the two 15-year-olds. He was jailed in 1998 for 10 years, with an eight-year minimum.
Justice Gillard said parole was revoked for Fletcher after letters he wrote to a contact in
the West African country of Ghana were intercepted at Ararat prison. The Justice said
the letters advocated activities that could be crimes in Victoria. Justice Gillard said
Fletcher's actions showed a man who believed his religious views permitted his behaviour.
Outside court, Fletcher's solicitor, Richard Oakley, said psychiatrists and psychologists
had found no evidence that Fletcher was a pedophile. "He is now halfway through a
law degree and it is his intention to abide by the law in the future," he said.
Marian Dalton, Victorian co-ordinator for the Pagan Awareness Network Incorporated,
said Fletcher was a predator who tried to justify his actions through religion.
In 1998, Fletcher pleaded guilty to two counts of committing an indecent act with one
of the girls, one each of committing an indecent act with and sexually penetrating the
other girl, one count of child prostitution, and one of attempting to pervert the course
of justice.
It was alleged Fletcher told one of the girls that she was a "chosen one" according to a
Celtic prophesy, and would be destroyed by gods if she did not obey his demands.
David Grace, QC, for the Department of Justice, yesterday told Justice Gillard it was alleged
there was a high degree of probability Fletcher would commit an at least one of 41
nominated offences against a child if released without supervision.

A MALE witch who turned teenage girls into sex slaves will be tracked by Victorian
authorities for five years after he is released from jail.
Robin Fletcher, 49, has been in jail since 1996 for prostituting a child and sexual penetration
and indecent acts against a child aged under 16.
Fletcher used hypnotism and mind-altering techniques to entice two 15-year-old girls into
prostitution, sado-masochism and black magic, his trial was told.

for a five-year extended supervision order under the recently introduced Serious Sex Offenders
Monitoring Act.
The order will allow the parole board to decide where Fletcher lives, restrict his movements and
require him to undergo rehabilitation.
Justice Bill Gillard agreed Fletcher was at a high risk of committing similar offences if released
unsupervised.
The Serious Sex Offenders Act allows for sex offenders to be monitored for up to 15 years after
release from jail, and was first used against serial child-sex offender "Mr Baldy", Brian Keith Jones.
Justice Gillard will issue an order outlining the specific conditions of Fletcher's supervision
later today.

Sex Offender 'Witch' To Be Supervised
A self-proclaimed witch has agreed to five years' supervision by the State
Government when he finishes his prison sentence next month for sexually assaulting two teenage girls.
Robin Angus Fletcher, 50, claimed before his sentencing in March 1998 that
his bondage and scourging of the two 15-year-old girls was related to ancient
witchcraft rites.
He was jailed for 10 years, with an eight-year minimum, and is due for release
on June 12.
Under legislation enacted last year for serious sexual offenders, Fletcher could
be supervised for up to 15 years, with a maximum of three years before review.
David Grace, QC, for the Department of Justice, said in the Supreme Court that it
was agreed Fletcher would receive supervision for five years from June 12, with
a review within three years.
He said Fletcher would be given special one-on-one rehabilitative programs and
could apply for release from supervision if he proved by his conduct he was no
longer a risk.
Earlier, Mr Grace told Justice Bill Gillard it was alleged it was highly probable
Fletcher would commit at least one of 41 nominated offences against children
if released without supervision.
The crimes included rape and sexual penetration of a child, indecent assault,
loitering near a school and offences related to child pornography.
In 1998, Fletcher, formerly of Caulfield South, pleaded guilty to two counts of
committing an indecent act with one girl, one count each of committing an indecent
act with and sexually penetrating the other girl, and a further count of entering an
agreement in which she would provide sex for payment.
He also pleaded guilty with a co-accused to attempting to pervert the course of justice.
The prosecution said during pre-sentence submissions in 1998 that Fletcher told one
of the girls that she was a "chosen one" according to a Celtic prophesy and would
be destroyed by gods if she did not obey his demands.
It was alleged that Fletcher, who had counselled the girl, showed her pornography
and supplied her with drugs. He had also hit her with a belt, riding crop and paddle
while she was naked except for a dog collar, wrist and ankle restraints.
According to the prosecution, Fletcher hit the other girl while she wore a collar and
restraints, and had sex with her. He advertised over the internet her services as a schoolgirl
prostitute, offering sadomasochistic practices, and had her work in an Armadale flat as a prostitute.
Justice Gillard adjourned proceedings until this afternoon.

Plan To Watch Over Sex Fiend
A predatory male witch who turned girls into slaves
is likely to be put under virtual house arrest
when he is freed from jail in a few months.
A Supreme Court judge will be asked to make sex offender
Robin Fletcher the state's fourth prisoner
subjected to an extended supervision order.
But if the location of his new home is suppressed, as happened in the three earlier
cases, the public will not be told where he is living.
The Parole Board has refused to release Fletcher before the end of his
maximum sentnece, but cannot hold him past June 11.
The board last week reversed an earlier
decision to release Fletcher on parole in March after sexually explicit
material was found in his cell at Aarat Prison.
Prison sources said letters written by him made it clear
he had not been rehabilitated and raised grave concerns about
his plans on release.
An extended supervision order would let the board dictate
where Fletcher lived, restrict his movements and ban contact with
children for up to 15 years.
The order could include a curfew, electronic monitoring, reporting requirements
and compulsory participation in rehabilitation treatment programs.
Corrections Commissioner Kelvin Anderson confirmed Fletcher was being
assessed with an application for an extended supervision order.
The new Serious Sex Offenders Monitoring Act was introduced last year and first
used against serial child abuser Brian Keith Jones, better known as "Mr Baldy".
Fletcher, 49, is nearing the end of a 10-year maximum sentence for prostituting
a child and sexual penetration and indecent acts against a child under 16.
The Supreme Court heard Fletcher used mind-altering techniques
to entice two 15-year-old girls into prostitution,
sadomasochism and black magic.
The court was told Fletcher dressed the girls in dog collars,
bound their wrists and flogged them with a horse whip and paddle.
He met his victims while acting as a counsellor.
The court was told he drugged the girls and told them their chances
of becoming "priestesses of the dark covenant" relied on them having
sex with a different man each week while he watched.
After he was arrested in 1996 Fletcher tried to arrange through
his former de facto wife to pay $10,000 to have the girls
killed so they could not tetify against him.
One of the girls had committed suicide since
Fletcher was jailed.
Fletcher still has a personal ad on the Internet site asking
people to write to him in Ararat Prison if they are interested
in becoming his disciples or slaves.
He says he is "an occult and B and D master", interested in taboo
subjects and invites inquiries from people interested in dedicating
themselves to him and "the dark path".
Fletcher is believed to have refused
to attend sex offender treatment courses in jail.
The Parole Board has refused to release him on several
occasions since his eight-year minimum sentence expired
on June 11, 2004, when he became eligible for parole.
But early this month the board decided to parole Fletcher
from March 11 so he could be supervised for three months
before his 10-year maximum sentence expired.
Parole Board spokesman David Provan said the board had
tentatively granted Fletcher a three-month parole period
subject to suitable accomodation being found
and other requirements.
"However, information then came to the board's
attention that was not available at the time
of provisionally granting him
parole," Mr Provan said.
"After considering this information,
the board revoked his order for release,"
Mr Provan said Fletcher would become a registered
sex offender on release and would be required
to report for up to 15 years.
A Corrections source said Fletcher
could be returned to jail within hours
of his release if he refused to comply with
the conditions of his supervision order.
"If he won't live where he's told, or doesn't follow any of the other
conditions, he'll be back in like a flash," the source said.
Breaches of an order carry a jail term of up to five years.

Sex Offender Seeks Slaves Online
ONE of Victoria's most notorious sex attackers is advertising for
slaves and black magic disciples on the internet.
Self-proclaimed witch Robin Fletcher wants people to "dedicate
themselves to me and to the dark path".
Fletcher, 49, claims on an internet site he was imprisoned for
being a practising witch.
He does not reveal he is in Ararat jail serving a 10-year
sentence for drugging, enslaving, sexually assaulting and
prostituting two 15-year-old girls.
Authorities admit they are powerless to stop Fletcher, who
is suing to stop Christian courses in Victorian jails.
Victims of crime advocate Noel McNamara said Fletcher
was "recruiting his next lot of victims". "Fletcher is
one sick fruitcake and he is grooming his next victims," Mr McNamara said.
"He is a very dangerous person and the fact he is
advertising from prison is an absolute disgrace. The
prison and judiciary should do something about blocking him."
Fletcher offers lessons in black magic, sadomasochism
and the occult, and invites would-be witches to write to him in prison.
Mr McNamara said that even if Fletcher's mail was
checked, letters could be smuggled into him.
The website, which has more than a million visitors a
year, lists his address as Ararat jail.
Fletcher writes: "I seek disciples, slaves friends who
are truly dedicated and interested . . . in dedicating
themselves to me and to the dark path."
The US-based website did not respond to questions about
why they posted the advertisement.
A spokeswoman for Correctional Services Commissioner
Kelvin Anderson said prisoners did not have internet access.
"The advertisement was clearly placed on the prisoner's
behalf by someone from outside the system," she said.
"Corrections Victoria is concerned about the
advertisement but as the website is managed overseas,
Corrections Victoria has no power to have it removed."
Victorian prisoners' mail was scanned by jail officers
and anything inappropriate destroyed.
"Corrections Victoria would caution anyone against writing
to prisoners listed on these sites," she said.
Fletcher met his victims while working as a counsellor. He
drugged them and told them they would become "dark
priestesses of the dark covenant", only if they had
sex with a different man each week, while he watched.
He was caught by undercover police who responded to
an internet advertisement offering a "submissive teen schoolgirl".
Fletcher has now launched legal action against the
Salvation Army and authorities for allowing Christian courses in prisons.
